Bitcoin Core 32.0 Enters Bug-Fix-Only Stretch

Bitcoin Core 32.0 reached feature and translation-string freeze on August 20, according to the project's release tracking issue. That moves the next major version into a bug-fix-only stretch before the 32.x branch and first release candidate, both currently targeted for September 10. The final v32.0 tag is targeted for October 10. These are planning dates, not a released binary or a promise; node operators should wait for signed release artifacts and verify them through Bitcoin Core's normal release channel.
